Glossary of Terms and Acronyms Page 21 | 27 Scrap Tire A tire which can no longer be used for its original purpose due to wear or damage, but which can be recovered whole or in part through reuse, recycling, conversion or transformation. Shear Shredder A type of shredder which has two counter-rotating shafts fitted with cutting discs or knives with hooks and spacers that intermesh and overlap. Shelf Life The recommended period of time (stated by the product’s manufacturer) for which that product may be applied and/or utilized before it degrades and/or is no longer effective or serviceable. Sidewall The area of a tire from the bead to the tread—the side of the tire—is called the sidewall. It forms a protective covering for the cord. Information about the tire is printed on the sidewall. This information includes the tire size, load index, and speed rating. Sidewall rubber compounds are designed to resist damage from ozone, cuts, and snags. Sieving A process for separating material and determining particle size distribution. Specific Gravity Ratio of the weight of a given volume of any substance to that of the same volume of water. The higher the specific gravity, the denser or heavier the substance. State Agency Buy-Recycled Campaign The State Agency Buy-Recycled Campaign (SABRC) is a joint effort between the Department of Resource, Recycling and Recovery (CalRecycle) and the Department of General Services (DGS) to implement and promote compliance with state laws requiring state agencies to purchase recycled-content products (RCP) and to track those purchases.i The program covers 11 product categories including requirements that at least 50 percent of tire purchases be retreads, and 75 percent of certain product categories be TDPs. The TDP categories include but are not limited to flooring, mats, wheelchair ramps, playground cover, parking bumpers, bullet traps, hoses, bumpers, truck bedliners, pads, walkways, tree ties, road surfacing, wheel chocks, rollers, traffic control products, mud flaps, artificial turf, rubber mulch, sports tracks, recreational flooring, stall mats, and posts. Each state agency submits a report to CalRecycle, who then compiles annual summaries based on reporting by individual agencies.
